James (“Jimmy”) Moore is an antitrust partner based in our Washington, DC office. He represents clients in complex antitrust litigation, government investigations, and merger reviews, drawing on experience in both government enforcement and private practice. Jimmy advises clients on civil and criminal antitrust matters and brings a practical, enforcement-informed perspective to managing antitrust risk.

Before joining the firm, Jimmy served as a Trial Attorney in the U.S. Department of Justice Antitrust Division, where he litigated merger challenges and conduct cases and led significant merger investigations. He worked closely with Division leadership, economists, and state attorneys general, and was entrusted with substantial responsibility for case strategy, trial work, and the management of large investigative teams, playing key roles in several of the Division’s most prominent matters. In private practice, Jimmy has represented clients in antitrust litigation, merger challenges, and government investigations across a range of industries, including pharmaceuticals, telecommunications, chemicals, automotive parts, and consumer goods. He has defended mergers at trial, represented companies in price-fixing and no-poach investigations, and worked extensively with economic experts on complex antitrust issues.
Jimmy is an active member of the antitrust bar and regularly contributes to the work of the American Bar Association Antitrust Law Section, where he currently serves as Vice Chair of the Trial Practice Committee. He began his legal career as a law clerk to the Honorable Daniel P. Jordan III of the U.S. District Court for the Southern District of Mississippi, and he previously externed with the Federal Trade Commission’s Bureau of Competition.
Jimmy received his JD from Columbia Law School, where he was a Harlan Fiske Stone Scholar, and his BA, summa cum laude, from Vanderbilt University.
Experience
Government
- Conducted trial examinations of expert and fact witnesses in merger and conduct cases, including the successful challenges to JetBlue’s proposed acquisition of Spirit and the Northeast Alliance between American Airlines and JetBlue.
- Led all aspects of pre-trial litigation in multiple enforcement actions, including drafting complaints and trial briefs, deposing key witnesses, and managing party and third-party discovery.
- Played a leading role in litigation challenging Amex GBT’s acquisition of CWT, helping shape case strategy and trial preparation in a complex merger challenge.
- Led multiple Second Request investigations, developing theories of harm and enforcement recommendations, deposing senior executives, working with third parties in interviews and CID compliance, and coordinating with state enforcers.
Private Practice
- Represented a generic pharmaceutical manufacturer in patent-infringement litigation, including successfully defeating a summary judgment motion against its antitrust counterclaims for exclusive dealing.
- Represented companies in merger litigation and agency investigations, including successfully defending Sprint in litigation brought by state attorneys general challenging its acquisition by T-Mobile.
- Defended a chemical manufacturer against class-action claims for price-fixing, including supervising the litigation team and developing defense case theories.
- Represented companies and individuals, as targets, material witnesses, and leniency applicants, in criminal price-fixing and no-poach investigations.
